The Petroleum Industry Human Resources Committee (PIHRC) is the primary industry resource for career information and the promotion of careers in the Newfoundland and Labrador oil & gas industry.  It identifies labour market issues in the oil & gas sector by drawing on current research or conducting its own when necessary, and works with or through other agencies, such as government departments, school districts and educational institutions, to provide information to students and their key influencers.


PIHRC was formed in December 1998. It is comprised of senior industry and government representatives and co-chaired by the Newfoundland and Labrador Oil & Gas Industries Association (Noia) and the Canadian Association of Petroleum Producers (CAPP).

Since 2007, one of PIHRC’s main focuses has been providing information about the Newfoundland and Labrador oil & gas industry to high school students and their influencers.  The goal has been to stimulate interest in young Newfoundlanders and Labradorians in pursuing post-secondary education and training which could lead to eventual employment in the industry.

PIHRC is governed by an executive committee, consisting of senior industry and government representatives.  The executive appoints ad-hoc volunteer working sub-committees to develop and deliver its projects.  Administration and oversight is provided by a part-time project manager.

PIHRC activities are funded by the industry and through funding provided by the Labour Market Partnerships Program administered by the provincial Department of Advanced Education and Skills.
